Program Financial Analyst 

Belcan Government Solutions is currently looking for a Program Financial Analyst to join our DOD Programs Finance team in support of a USSOCOM program.  This position will provide financial support and coordination on a complex contract/program, support the PM staff with the more complex financial analysis and reporting requirements (i.e. serve as the lead for cost variance analysis and reporting, monthly corporate forecast, EAC's, cost baselines, tracking annual fiscal plans and monthly updates, maintaining contract budgets, travel tracking). 

The Program Financial Analyst is an individual contributor supporting one large, complex program with the possibility of adding other, smaller projects to their portfolio.  They function as a business partner to support the program manager in providing financial support and analysis for planning, forecasting and decision making and overall delivery of financial commitments. The Program Financial Analyst function is responsible for all program financials, including management and review of cost, funding, labor charging, and all forecasting and internal reporting.  

The Program Financial Analyst will operate as a single point of contact to the PM for all finance and accounting issues, more specifically: 

* Responsible for providing financial support to Program Managers in the preparation and analysis of complex project financial data and other complex contract, project, or business-related tasks 
* Develops financial controls, procedures, systems, and forecasting techniques to evaluate contract/program status and ensure compliance with government and customer requirements 
* Monitors progress of program requirements. Monitors cost performance against plans to ensure contractual cost obligations are met 
* Support the development of annual operating plans and forecasts and supports monthly and annual updates to include identifying and quantifying any potential Risks and Opportunities not in the forecast 
* Support the monthly business rhythms of both the program and finance organizations 
* Develop FAR compliant cost estimates for on-contract pricing efforts 
* Prepares complex financial/administrative reports and distributes to customers/user organizations. 
* Liaison between operations and other administrative support organizations (accounting, contracts, procurement) on financial issues. Interfaces with subcontractors, vendors, and customers and performs extensive investigations as required. 

Required Skills: 

* Bachelor's degree in Finance, Accounting, Business, or a related discipline, plus min 5 years of related experience. In lieu of degree, 8 - 10 years directly related experience required. 
* Demonstrated working knowledge of government contracting specific business systems: 
o Enterprise Resource Planning (ERP) system e.g., Unanet, Deltek Costpoint, including project setup and maintenance 
o Reporting tools e.g., PowerBI, COGNOS o Forecasting tools e.g. TM1, Workday 
* Substantial experience performing program control & financial analysis support, including revenue recognition and managing travel costs under Joint Travel Regulations (JTR) compliance 
* Substantial experience performing variance analysis, cost baseline preparation and reviews, estimate-at-complete (EAC) development and maintenance, break-even, and other ad hoc analysis 
* Demonstrated working knowledge of MS Excel, with skills such as pivot tables, filters, sumifs and vlookups to work with large data sets to perform analysis 
* Experienced in working collaboratively with cross-functional teams
* Demonstrated working knowledge of general and corporate business practices, government contracting regulations and principles, and accounting and finance principles 

Desired Skills: 

* Unanet GovCon ERP experience 
* 5+ years program control & financial management experience in a government contracting services environment
