Senior Proposal Manager

As the Senior Proposal Manager, you will have full responsibility for the preparation of Belcan Government Solutions proposals, to ensure submissions are complete, compliant, and compelling.
Essential Job Functions:
  • Provide entire life cycle support for RFPs, RFIs, White Papers/ Other Transaction Authority (OTAs), and other government submissions.
  • Develop proposal outline and compliance matrices to ensure both compliance and responsiveness to the RFP specifications and identify specific tasks to be performed and assignments and areas of responsibility.
  • Develop the proposal schedule and set up all meetings to include status calls, color team kick-offs, reviews and debriefs, questions and answers discussions, and post-submission responses. 
  • Participate in pre-RFP activities including black hat and blue team reviews.
  • Facilitate and participate in developing solicitation questions and assessing impact of government answers to questions.
  • Create proposal templates for each submission and perform desktop publishing as needed.
  • Ensure that the proposal development process is followed throughout proposal preparation, submission, and post-submission.
  • Communicate with teammates, to include set up and facilitating meetings, sending data calls, and attending solution sessions.
  • Work with proposal writers and subject matter experts (SMEs) to ensure tasks and activities are completed on time. 
  • Support post-submission tasks to include follow-on orals presentations, ENs, Final Proposal Revisions (FPRs).
  • Create SharePoint sites and update the proposal dashboard for each assigned proposal.
  • Collaborate with the Capture Manager and/or opportunity owner to conduct strategy development sessions that typically include senior executives/directors/managers.
  • Participate in solution and strategy sessions with subject matter experts, solution architects, writers, and graphic artists.
  • Assist the Capture Manager in coordinating and performing pre-RFP activities as directed, to include internal and external teammate capability gap analysis, past performance utilization and accuracy, and bid staff identification resume development.
  • Ensure value propositions and win strategy / win themes are evident throughout the proposal. 
  • Facilitate and provide input in the design and strategy of CONOPS graphics and other visual images.
  • Coordinate corporate staff assistance needed to complete the bid with inputs, data, text, or writing support contracts, subcontracts, legal, or other staff functions as needed.
  • Ensure accuracy and adequacy of final work product, including in-process and final reviews, checking for compliance with applicable standards, win strategy and information and solicitation change verification.
  • Ensure acceptable style layout for all proposal volumes and  that there are no inconsistencies between cost and technical content.
  • Develop color review kick-off and debrief slide decks and conduct those meetings.
  • Prepare proposal team for color reviews and internal evaluation of the proposal. Facilitate color team recovery to ensure appropriate color team comments are incorporated in the final proposal.
  • Coordinate with proposal production staff to complete final production, packaging, and delivery of proposal documentation.
Education & Experience:
  • Bachelor's degree in Communications, English, Journalism, or a related discipline. Experience in lieu of degree will be considered.
  • At least 8 years of Federal Government Proposal Management experience.
  • Ability to lead and manage small and large proposal efforts, working with distributed teams effectively in a virtual environment
  • Knowledge of Federal Acquisition Regulations (FAR).
  • Experience with OTAs, desired.
  • Proven knowledge and application of Shipley best practices for proposal management.
  • APMP training and certification preferred.
Knowledge & Skills:
  • Effective interpersonal, supervisory, oral, and written communication skills.
  • Strong writing and editing skills.
  • Proficiency in using Microsoft Office products and SharePoint and experience using Visible Thread.
  • Ability to follow directions and resolve issues with minimal supervision.
  • Must display strengths in professionalism, integrity, and leadership.
Travel: Potential for 25% travel to accommodate proposal coordination efforts to BGS operational and client locations as required.
