Job Summary:
We are seeking an experienced Contracts Manager to oversee and manage the full lifecycle of contracts, ensuring compliance, mitigating risks, and driving business objectives. This role requires a strategic thinker with expertise in contract negotiation, administration, and regulatory compliance across government and commercial agreements with the US Federal Government, as well as state and local agencies. The ideal candidate will have a strong background in managing complex contracts, collaborating with stakeholders, and implementing best practices in contract management. This position, under the direction of the Sr Director of Contracts, Subcontracts and Procurement, serves as a hands-on Contracts Manager, actively managing a portfolio of contracts while contributing to the overall operations of the department.
Qualifications:
- Must have a minimum of 10 years progressive experience in contract/subcontract management, demonstrating increasing responsibility and experience in negotiation, administration, compliance, and risk management of US Federal Government programs.
- Must be capable of self-starting and working independently.
- Must have a strong understanding of FAR, DFARS, other government agency supplements, and applicable U.S. laws and regulations.
- Must have experience with government contract vehicles, including GSA schedules, IDIQs, and cost-reimbursement contracts.
- Must have excellent verbal and written communication, analytical, and problem-solving skills, with experience communicating effectively with customers, executive level leadership, management, and program teams.
- Must be proficient with MS Office Suite.
- Must be capable of managing multiple contracts simultaneously, meeting tight deadlines, working quickly and efficiently with little to no error rate, prioritizing competing priorities, and managing time effectively.
- Must be able to frequently adjust priorities to include new taskings with little to no advance notice.
- Must be detail-oriented with strong organizational skill
Responsibilities include but not limited to:
- Support proposal, negotiation, and management of complex proposal and contract activities in accordance with company policies, legal, and customer requirements, with limited guidance or supervision from the manager.
- Maintain compliance with company policy, FAR/DFARS, and applicable laws.
- Serve as point of contact for the customer during all phases of a program
- Manage all aspects of assigned contracts and purchase orders, ensuring accuracy in order entry, contract funding, scope modifications, amendments, receipts, and delivery schedules while maintaining compliance with legal requirements and contractual commitments.
- Compile and maintain all required contractual records and documents in accordance with contract requirements and company policies and procedures.
- Work in close coordination with Subcontracts/Procurement team.
- Interpret and communicate business commitments and alternatives to program team and management.
- Act as a subject matter expert with a working knowledge of government and commercial contracting methods, applicable laws and regulations.
- Develop and maintain professional and dependable relationships with both internal and external customers.
- Independently support proposal activities including, but not limited to, analysis of solicitations, responding to contractual requirements, preparing summaries, and developing strategies and recommendations based on the analysis.
- Be mindful and attentive to the financial and business risks of the proposed effort and participate in all proposal team meetings.
- Coordinate the terms, conditions and assumptions upon which a proposal may be submitted, review the technical and pricing proposals for accuracy and consistency, conduct overall business risk analysis and prepare the proposal documents for submittal to the customer.
- Provide analysis of solicitations, ensure that bid/proposals are prepared and presented in a manner to afford the company the greatest opportunity to obtain the contract award while minimizing associated liabilities and risk.
- Support independent proposal reviews (Red Teams, Phase Reviews). Possibly participate as an assessor in the Phase Review Process.
- Hold responsibilities including the coordination with other company functions as required to ensure appropriate reviews are conducted, scheduling required reviews, and obtaining required review and approval signatures prior to submittal of proposals or execution of contractual documents.
- Perform business risk assessment and recommend mitigation plans.
- Execute proposals and contracts in accordance with delegated authority.
- Use judgment to interpret internal and external issues and develop best practices.
- Assist in coordination with other functional areas on matters related to contracting; prepare responses as necessary to customer correspondence and other requests.
- Prepare and submit small business subcontracting/small business participation reports.
- Solve complex and unique problems.
- Other duties as assigned.

Compensation:
We provide a competitive pay and benefits package. This position is offering a salary range of 110,000-135,000 Belcan considers several factors when extending an offer, including but not limited to education, experience, geographic location, and discipline.
