As a Project Manager and Scrum Master, you will take on a dual role, combining the responsibilities of project management and Agile Scrum facilitation. Your main objective will be to lead and guide project teams through successful planning, execution, and delivery of various initiatives, utilizing Scrum principles and Agile methodologies to foster a collaborative and efficient work environment. |
Job Duties: |
- The PM effectively manages schedule and performance including subcontractor performance across the project.
- The PM will lead a cross-functional, team of professional with hands-on incumbent expertise to accomplish all PWS tasks within acceptable quality levels
- The PM serves as the Government's primary point of contact and reports directly to leadership and provides the key coordination of all support activities
- The PM provides reports and briefings as necessary to communicate task status, challenges, risks, and other information to leadership.
- Manage program from inception to completion, while working with a small team of individuals while providing developmental, and project status to the customer.
- Using agile methodology values, principles, and practices to plan, manage, and deliver solutions.
- Training, mentoring, and supporting scrum teams to follow agile values, principles, and practices.
- Determining and managing tasks, issues, risks, and action items.
- Scheduling and facilitating scrum events, meetings, and decision-making processes
- Monitoring progress and performance and helping teams to make improvements.
- Planning and organizing demos and product/system testing.
- Ensuring the proper use of collaborative processes and removing impediments for the scrum team.
- Tracking project processes, and deliverables.
- Preparing and presenting reports to stakeholders.

Required Qualifications: |
- Must be a U.S. citizen
- Must have at least 5+ years of progressive experience in managing technical projects
- Experience provisioning, operating, and maintaining systems running in hybrid environments.
- Working knowledge of agile methodology, techniques, and frameworks, such as Scrum or Kanban, to deliver solutions.
- Must have at least 5+ years' experience in managing agile methodology using tools such as (Gitlab, Jira)
- Ability to communicate and present information at all organizational levels, from executive leadership to entry-level engineers.
- Strong analytical and problem-solving skills.
- Leadership and management experience
- Strong oral and written communication skills
- Minimum of 5+ years of relevant experience in addition to the experience noted above may be substituted for the BA or BS education/degree requirement
- Must be a U.S. citizen and Candidates must have or be able to obtain and keep a Secret Clearance.
- Must be able to obtain an IAT-II certification within the first 90 days of hire
- BS or BA preferred but not required
- Required to have a scrum master certification

- Bachelor's degree, preferably in Computer Science or related STEM field.

Compensation:
We provide a competitive pay and benefits package. This position is offering a salary range of $140,000-$160,000 Belcan considers several factors when extending an offer, including but not limited to education, experience, geographic location, and discipline. Benefits offered may include health care, dental, vision, life insurance; 401(k); education assistance; paid time off including PTO, holidays, and any other paid leave required by law.
