Proposal Manager - Mid Level

Job Summary:
A remote mid-level proposal manager position is currently available at Belcan Government Solutions. To be considered for this role, you must have a bachelors degree and three years' relevant work experience, or six years' relevant work experience in lieu of a degree.

 As the proposal manager, you will have full responsibility for the preparation and compliance of Belcan Government Solutions proposals. 

Job Duties:
  • Provide entire life cycle support for RFPs, RFIs, White Papers/ Other Transaction Authority (OTAs), and other state, local, federal agency, and DoD branch acquisition related submissions.
  • Develop compliance matrices to ensure both compliance and responsiveness to the RFP specifications and identify specific tasks to be performed and areas of responsibility.
  • Using standard Shipley processes as a guide, develop the proposal schedule, set up all meetings to include status calls, color team reviews and debriefs, questions and answers discussions, and kick-offs. 
  • Participate in pre-RFP activities including black hat and blue team reviews. Collaborate with the Business Development lead and/or opportunity owner to conduct strategy development sessions that typically include senior executives/directors/managers.
  • Coordinate corporate staff assistance needed to complete the bid with inputs, data, text, or writing support contracts, subcontracts, legal, or other staff functions as needed. Work with leadership to assemble proposal writing resources.
  • Create an annotated outline for technical authors in standardized templates for each response that aligns with submission instructions and other content requirements. 
  • Provide input in the design and strategy of CONOPS graphics.
  • Brief proposal team on status and ensure team adheres to internal deadlines; document and update processes and procedures to ensure consistency of approach.
  • Develop color review initiation and outbrief slide decks and conduct those meetings. Prepare proposal team for the review and internal evaluation of the proposal. Ensure appropriate color team comments are incorporated in the final proposal.
  • Maintain formatting consistency through each color review draft and perform final desktop publishing to ensure the submitted file meets all compliance requirements for font type and size, margins, and internal branding.  
  • Ensure accuracy and adequacy of final work product, including in-process and final reviews, checking for compliance with applicable standards, validation, and change verification, and ensures acceptable style layout. Ensure that there are no inconsistencies between cost and technical volumes.
  • Support post-submission tasks to include follow-on orals presentations, Evaluation Notices (ENs,) Final Proposal Revisions (FPRs).
  • Collaborate with senior executives, management teams, BD leads, innovation staff, partners, subject matter experts, and external consultants to provide proposal leadership and support. 
  • Leverage multiple collaboration tools and to facilitate effective communication between internal departments and proposal generation teams. 
  • Support Proposal Peer Review process to ensure quality and completeness of proposal submission documents. Review proposal sections developed by members of proposal teams, providing guidance and recommendations and editing sections as appropriate.
  • Participate in ad hoc internal growth operations working groups, e.g. process improvements and tool updates.
Required Qualifications:
  • Bachelors degree and three years of relevant work experience. In lieu of a degree, six years of relevant work experience will be considered. 
  • Experience managing proposal responses for clients in the federal, state, local, and education fields.
  • Experience managing multiple efforts with overlapping stages of development or scheduled activities (e.g. proposals, RFIs, and unsolicited white papers) in a fast-paced, dynamic, cross-functional and team-oriented environment. 
  • Adaptable to changing priorities and company initiatives such as process-improvement and new software implementation and upgrades.
  • Ability to clearly articulate information and to listen and understand business needs and build relationships across the organization. 
  • Experience with electronic file organization and knowledge management and sharing. 
  • Advanced desktop publishing ability utilizing Microsoft Word.
Preferred Qualifications & Skills:
  • APMP or Shipley certifications
  • Previous experience or demonstrated capability to work with a diverse range of disciplines including, but not limited to, design, engineering, and program management.
  • Demonstrated experience managing proposals for geographically-dispersed clients and alongside geographically-dispersed teams.  

 Compensation:
We provide a competitive pay and benefits package. This position is offering a salary range of 90-130k per year. Belcan considers several factors when extending an offer, including but not limited to education, experience, geographic location, and discipline.
