We have an outstanding opportunity for a SrDirector of Contracts, Subcontracts, and Procurement to join Belcan's Government Line of Business, a portfolio of programs supporting our USG customers. The Sr Director will manage the contracts, subcontracts, and procurement staff and processes.  This is a working leadership position; the selected candidate will administer contracts in addition to providing guidance and leadership to team members within the Contracts and Subcontracts/Procurement team.   You will lead customer contact related to contract acquisition and fulfillment, negotiation efforts, staff development, and proposal preparation. You will recommend strategic objectives and direction, develop policies, procedures, methods, operating practices, and define performance standards. This role ensures we operate in accordance with appropriate regulations including Federal Acquisition Regulation (FAR), and other agency Supplements, commercial laws, and contract requirements.
 
  Essential Functions

  • Utilizes contracts, supply chain and legal management background in defining strategic direction as well as leading the daily administration of Departmental responsibilities
  • Facilitates effective execution of contract responsibilities within program objectives and requirements
  • Reviews and resolves all issues effecting company compliance and ensures satisfaction of legal requirements, Company, and customer objectives
  • Advises management of contractual rights and obligations and provides interpretation of terms and conditions
  • Reviews complex solicitations and prepares specialized and/or non-routine response for proposals, bids, and contract modifications
  • Supports Small Business compliance requirements
  • Reviews and prepares company's Small Business Plans
  • Supports company's ISO 9001, ISO 20000 and IS 27001 compliance requirements
  • Maintains and tracks contracts and subcontract performance metrics
  • Prepares recommended source lists of qualified subcontractors, drawing upon their past performance experience. Coordinates the list with project management and client recommendations.
  • Prepares subcontract documents and amendments, including identification and inclusion of flow down requirements from the prime contract. Ensures that terms and conditions will be appropriate.
  • Advises and provides guidance to the subcontract team on complexed procurements.
  • Develop and negotiate nondisclosure agreements, teaming agreements, master subcontract agreements, blanket purchasing agreements
  • Develops negotiation strategy and leads negotiation team on contractual issues
  • Focal point for communications with legal, finance and business team disciplines for resolution of contract issues and disputes
  • Manages experienced professionals who exercise latitude and independence in their assignments
  • Maintains a cooperative and professional working relationship with all employees to facilitate positive employee morale, productivity, and continuous improvement
  • Communicates clearly and directly with employees concerning performance expectations, productivity, and accountability. Develops employee development plans within the department
  • Coordinates with the Executive Management team on special projects as assigned
  • Other job-related duties as assigned by immediate supervisor


  Basic Qualifications

  • Bachelor's degree from an accredited college, or equivalent experience/combined education
  • 20 years progressive relevant work experience in Federal acquisitions interfacing with US Government customers across large programs as prime or subcontractor, at least 8 years of that in supervisory or management roles
  • Recent relevant work history working as a Contracts Manager and/or Subcontracts Manager for a US Defense Contractor
  • Expert knowledge and application of the FAR/ DFARS, and government regulatory standards
  • Ability to interpret changes to the FAR/DFARS and how to apply them to current and future work within the company
  • Established track record of successful 'cradle to grave' contracts management, including advising on complex proposals, negotiating terms, and managing contract changes
  • Established track record of managing a procurement team through a successful CPSR
  • Working knowledge of how to update and maintain the following government online tools: GSA, SAM.gov, DLA CAGE, SPRS, JCP and eSRS
  • Direct experience working with DCAA and DCMA for the various business systems audits
  • Working knowledge and understanding of CMMC 2.0 and its implications to both the contracts and subcontracts departments
  • Ability to manage and organize multiple projects in a fast-paced environment

  A DoD Secret clearance is required
 
  Desired Skills

  • Master's degree or Juris Doctor.
  • Preferred certifications: Certified Federal Contracts Manager (CFCM); or Certified Professional Contracts Manager (CPCM)
  • Top Secret Security Clearance
  • Experience leading a contracts or subcontracts team though M&A consolidation.

This position is offering a salary range of $185,000 to $200,000 depending on experience, seniority, geographic locations, and other factors permitted by law.
