Belcan Government Services has an immediate opportunity for a Capture Manager located in Sterling, VA. This is a full-time position with benefits and can be mostly remote with a few days per month in the office, or as needed.
 
Duties:
Belcan Government Services is seeking a highly successful Capture Manager to lead the growth in our service offerings of cyber, cloud, IT modernization, C5ISR, and Mission Managed Services. The candidate must have a proven track record of end-to-end development and execution of successful capture plans, and understand project management, contracts, and proposal development. The capture manager should have familiarity with the client sets in both the DoD and FedCiv markets in order to be conversant in their terminology, policies, organizational structure and technologies managed. The individual will lead capture efforts to secure new or re-compete contracts and task orders. The capture manager will identify the resources required to pursue a bid, establish any infrastructures required, processes, and plans necessary, and manage their execution. The manager will be responsible for selecting and building each capture team. 
 
The responsibilities will include, but not be limited to: 
  • Develop understanding and overall strategy per capture leading to a successful capture plan. 
  • Define, identify and align capture resources, manage critical decision milestones for the pursuit and engage with customers to determine needs, conduct competitive assessments and develop price to win strategies. 
  • Additionally, this position will lead the gap analysis and identify potential teaming partners or suppliers as well as capabilities that may be acquired. 
  • A successful candidate must also be able to simultaneously lead multiple captures and lead the bid and proposal activities managing the capture team from inception to proposal submission.
  • Lead captures resulting in winning proposals on highly competitive DoD, FedCiv RFPs.
  • Develop productive relationships with customers and competitors.
  • Function independently while representing Belcan capabilities with current and future customers.
  • Identify new business opportunities.
  • Conduct market research to qualify opportunities to include competitive and gap analysis, customer assessments and incumbent SWOT.
  • Coordinate meetings with customers, competitors, clients, teammates and internal team members to develop insights into the requirements, acquisition strategy and contract vehicles under consideration.
  • Support operations managers as the lead for call plan development and execution, as lead for win strategy and win theme development and as lead for integrated activity timeline.
  • Participate in business planning activities: Account Planning, pipeline assessments, annual operating plan development, gate reviews, black hat and blue team sessions, solution sessions and proposal reviews.
  • Support strategic planning and linking capture activities which support the account plans.
  • Conduct after action reviews for all captures to document lessons learned and identify any adjustments to the capture process.
 
 Qualifications:
  • Current and active Secret security clearance a plus.
  • This position requires a Secret security clearance, but Top Secret security clearance is preferred.
 
 Required Skills:
  • In-depth knowledge of typical industry capture and proposal process.
  • Evidence of successful capture experience in the federal government.
  • Excellent writing skills.
  • Effectively interact with colleagues and stakeholders in a collaborative environment.
 
  Education:
  •  Bachelor's degree required.
  •  BA/BS minimum with at least eight years capture management experience.

Clearance:
  • Secret+ Security Clearance is strongly preferred.

This position is offering a salary range of $180,000.00 to $200,000.00 depending on experience, seniority, geographic locations, and other factors permitted by law.
