Belcan's Government Solutions business unit is an information technology strategy and solutions organization focused on providing services that allow Federal Government agencies to deliver on the promise of technology. Belcan leads complex IT programs for Federal Government agencies in national security, defense, intelligence, health, and finance. Our mission is to deliver and support innovative solutions for large, complex Federal Government enterprises with a targeted focus on higher end differentiated services that solve mission critical client issues.

We are seeking a Senior Program Manager with demonstrated experience in managing a large IT services program for a government customer. The Program Manager is responsible for managing all aspects of a program. They are fully responsible and accountable for customer relations, customer satisfaction, successful projects execution, financial performance, employees' management for their staff, and program growth.

Responsibilities
  • Develop trusting business relations with all stakeholders and attain high levels of customer satisfaction for your program.
  • Successfully executes all aspects of the program across scope, schedule, resources, risk, high quality, on-time and within budget with minimal issues.
  • Meet or exceed all contract requirements, deliverables and service levels.
  • Manage the program risks, issues and opportunities.
  • Hands-on personnel management, including hiring, coaching, performance reviews, merit increases, etc.; communicate effectively with staff and provide growth opportunities.
  • Work closely with all support functions, including Contracts, Subcontracts, Finance, Accounting, HR, Recruiting
  • Ensure team compliance with corporate processes, including timely and accurate completion of timesheets, expense reports, security and other corporate trainings
  • Grow existing programs and support proposal development efforts

Qualifications
  • Bachelor's Degree in IT related field plus at least ten years of relevant professional experience.
  • At least six years of project management experience for government contracts/programs of various types (FFP, T&M, CP).
  • Experience working with Department of State customers.
  • Strong organizational skills, able to stay on top of multiple parallel tasks.
  • Self-starter who can work independently and proactively seeks solutions to challenges.
  • Strong leadership skills to manage a team of up to 100 staff including subcontractors.
  • PMI certified (PMP or PgMP) or equivalent preferred.
  • Secret clearance preferred

This position is offering a salary range of up to $160,000 - $180,000 depending on experience, seniority, geographic locations, and other factors permitted by law.
