Job Summary:

Cognizant Government Solutions is growing following several new contract awards, and we are seeking a skilled Program Control Analyst to support a diverse portfolio of government programs. In this role, you will partner closely with Program Managers to deliver timely, accurate, and actionable financial insights. You will play a critical role in planning, forecasting, cost/schedule integration, and ensuring overall financial performance across multiple programs. This position serves as an individual contributor and trusted business partner responsible for all program financials, including cost management, revenue analysis, funding oversight, labor charging, and internal financial reporting.

Job Duties:

* Support multiple program teams by managing day‑to‑day financial activities across a portfolio of government contracts
 * Prepare, maintain, and analyze complex project financial data, including baselines, forecasts, and revenue projections
 * Maintain contract budgets, track fiscal plans, and support monthly updates, including annual operating plans
 * Develop and maintain cost controls, financial procedures, and forecasting methods that ensure compliance with government and customer requirements
 * Monitor program performance by evaluating cost‑to‑schedule alignment, identifying variances, and recommending corrective actions
 * Serve as a key contributor to monthly financial rhythms, corporate reporting cycles, and Estimate‑at‑Complete (EAC) development
 * Provide financial coordination for pricing and on‑contract cost estimates in accordance with FAR requirements
 * Collaborate daily with cross‑functional partners including Accounting, Contracts, Procurement, and Operations to resolve financial and administrative issues

Key Responsibilities:

The Program Control Analyst will operate as the primary financial point of contact for assigned Program Managers, including:
 * Providing financial support in the preparation, review, and analysis of complex project and contract data
 * Developing financial controls, procedures, and forecasting techniques to evaluate contract/program status
 * Monitoring program requirements and cost performance to ensure contractual obligations are met
 * Supporting annual operating plans, monthly forecasts, and identifying risks and opportunities
 * Participating in monthly business rhythms for both program and finance organizations
 * Creating FAR‑compliant cost estimates for pricing activities
 * Preparing financial and administrative reports for internal and external stakeholders
 * Acting as liaison between program operations and administrative support functions

Required Qualifications:

* Bachelor's degree in Finance, Accounting, Business, or related field and at least 5 years of relevant experience
 - In lieu of degree: 7+ years of directly related experience
 * Practical experience with government‑contracting business systems such as:
 - ERP systems (Unanet, Deltek Costpoint)
 - Reporting tools (PowerBI, COGNOS)
 - Forecasting tools (TM1, Workday)
 * Strong background in program control and financial analysis, including revenue recognition and cost/schedule performance
 * Expertise in variance analysis, EAC development, cost baseline review, break-even analysis, and other financial modeling
 Proficiency in Microsoft Excel (pivot tables, lookups, filters, large data sets)
 * Experience collaborating with cross‑functional teams
 * Understanding of government contracting regulations, FAR/DFAR principles, and core accounting/finance concepts

Preferred Qualifications & Skills:

* Experience with Unanet GovCon ERP
 * 5+ years of program control or financial management experience in a government‑contracting services environment


 Compensation:

We provide a competitive pay and benefits package. This position is offering a salary range of $95,000-$120,000/year. Belcan considers several factors when extending an offer, including but not limited to education, experience, geographic location, and discipline.
